Simon has deep experience in economic regulation, public policy and strategy development - across a wide range of sectors and policy areas, and from different organisational perspectives.  

Simon:

• has held leadership roles in economic regulators, including head of strategy at the Payment Systems Regulator and director of market reform at Ofwat

• has held senior civil service roles in HM Treasury and in the Ministry of Justice

• was a founding director of Lucerna Partners, a management consultancy specialising in economic regulation and public policy, for over 10 years

• led, with Lucerna colleagues, Which?'s consumer policy function

• was a research director at Westminster think tank Policy Exchange, leading on energy and environment policy

Simon holds a PhD from Cambridge University and an MBA from Imperial College London.
